تحث وكالة الأمم المتحدة لإغاثة وتشغيل لاجئي فلسطين في الشرق الأدنى (الأونروا) في سوريا كافة المشاركين في المؤتمر الدولي القادم للمانحين الذي سيعقد اليوم في بروكسل على دعم متطلباتنا المالية العاجلة للحصول على 16,2 مليون دولار لنداء الأونروا العاجل لعام 2023 من أجل سوريا ولبنان، وذلك من أجل تلبية الاحتياجات الإنسانية واحتياجات التعافي المبكر للاجئي فلسطين الذين تضرروا من هذه الكارثة الطبيعية.

لقد كان للزلزال الذي ضرب المنطقة الشمالية السورية في 6 شباط قد أثر مدمر على الآلاف من لاجئي فلسطين. هناك ما يقرب من 47,000 لاجئ من فلسطين في حلب واللاذقية وجبلة وحماة، ولا يزال 2350 منهم نازحين من منازلهم.

وقد تمكنت الأونروا من الاستجابة لاحتياجات السكان المتضررين التي تمكنت من الوصول إليهم، بما في ذلك من خلال توفير المواد الغذائية وغير الغذائية مثل المستلزمات الصحية والبطانيات والإسناد النفسي الاجتماعي للأطفال وتوفير التطبيب عن بعد للأفراد المعرضين للمخاطر، بمن فيهم كبار السن.

وقد وزعت الوكالة معونة نقدية على عائلات لاجئي فلسطين في المناطق المتضررة. كما فتحت مدارس الأونروا أبوابها وتلقى الأطفال الدعم من خلال الدروس الاستدراكية والإسناد النفسي الاجتماعي.

وإضافة إلى ذلك، هنالك ما يقدر بنحو 10,000 لاجئ من فلسطين يعيشون في شمال غرب سوريا والذين تضرروا أيضا من الزلزال والذين هم بحاجة ماسة إلى المساعدة. إننا ندعو الجهات المانحة إلى دعم كل أولئك المتضررين، بمن فيهم لاجئي فلسطين في هذه المناطق لكي يحصلوا على المساعدة التي يحتاجون إليها بشكل عاجل.

إن الأونروا في سوريا ملتزمة بتقديم المساعدة الحاسمة للاجئي فلسطين في أعقاب هذه الكارثة، ولكننا لا نستطيع القيام بذلك بمفردنا. نناشد المانحين الانضمام إلى جهودنا وإعطاء الأولوية لاحتياجات جميع المتضررين من الزلزال، بمن في ذلك أولئك الموجودين في شمال غرب سوريا. ومعا يمكننا أن نحدث فرقا في حياة أولئك الأشد عرضة للمخاطر والذين هم في أمس الحاجة إلى دعمنا.

ملاحظات للمحررين

•         سيغطي نداء الأونروا العاجل المحدث لعام 2023 من أجل سوريا ولبنان الاحتياجات الفورية للاجئي فلسطين في المنطقة المتضررة من زلزال 6 شباط ولغاية آب 2023.

•         تضرر ما يقدر بنحو 13,905 عائلة لاجئة من فلسطين (46,534 شخصا) في سوريا جراء الزلزال. فيما لقي 18 لاجئا من فلسطين حتفهم وأصيب 11 آخرون بجروح.

•         لحقت أضرار بما مجموعه 562 منزلا للاجئي فلسطين، تضرر 76 منها بشكل جسيم.

•         قامت الأونروا ولا تزال بإجراء تقييمات للاحتياجات في المناطق المتضررة، بما في ذلك مع وكالات الأمم المتحدة.

•         تتمثل معظم الاحتياجات الأكثر إلحاحا للاجئين المتضررين من الزلزال بما يلي: إصلاح منازلهم المتضررة؛ تقديم بدل الإيجار لأماكن الإقامة البديلة؛ الغذاء والمساعدات النقدية والمواد غير الغذائية ومواد النظافة للنازحين؛ والإسناد النفسي الاجتماعي. وعلى المدى المتوسط، فإنهم يحتاجون إلى الأموال ليتمكنوا من إصلاح منازلهم، بالإضافة إلى فرص العمل.

•         هناك أيضا العديد من مخاطر الحماية، بما في ذلك زيادة خطر العنف المبني على النوع الاجتماعي.

•         وتشمل أكبر ثلاث طلبات تمويل مبلغ 4,4 مليون دولار لإصلاح مساكن لاجئي فلسطين، إضافة إلى 3,2 مليون دولار للمعونة النقدية الطارئة متعددة الأغراض، إلى جانب 3 ملايين دولار للمواد غير الغذائية.

•         تم إصدار مناشدة الأونروا العاجلة لسوريا ولبنان لعام 2023 في سياق المناشدة الشاملة المخصصة لسوريا ولبنان والأردن لعام 2023 والتي تطلب فيها الأونروا 436,7 مليون دولار لمواجهة التحديات غير المسبوقة الناتجة عن الأزمات المتعددة في أرجاء المنطقة وتوفير شريان حياة لمئات الآلاف من عائلات لاجئي فلسطين في هذه البلدان.

معلومات عامة

الأونروا  هي وكالة الأمم المتحدة لإغاثة وتشغيل لاجئي فلسطين في الشرق الأدنى. قامت الجمعية العامة للأمم المتحدة بتأسيس الأونروا في عام 1949 وفوضتها بمهمة تقديم المساعدة الإنسانية والحماية للاجئي فلسطين المسجلين في مناطق عمليات الوكالة إلى أن يتم التوصل إلى حل عادل ودائم لمحنتهم.

 

تعمل الأونروا في الضفة الغربية، والتي تشمل القدس الشرقية، وقطاع غزة، والأردن، ولبنان، وسوريا.

 

وبعد مرور ما يقارب خمسة وسبعين عاما، لا يزال عشرات الآلاف من لاجئي فلسطين الذين فقدوا منازلهم وسبل عيشهم بسبب ما حصل في عام 1948 نازحين وبحاجة إلى دعم.

 

تساعد الأونروا لاجئي فلسطين على تحقيق كامل إمكاناتهم في التنمية البشرية، وذلك من خلال الخدمات النوعية التي تقدمها في مجالات التعليم، والرعاية الصحية، والإغاثة والخدمات الاجتماعية، والحماية، والبنى التحتية وتحسين المخيمات، والتمويل الصغير بالإضافة الى المساعدات الطارئة. يتم تمويل الأونروا بالكامل تقريبا من خلال التبرعات الطوعية.

UNRWA Appeals for US$ 16 million to support Palestine Refugees Impacted
by the Earthquake in Syria

Call to donors to support the Agency ahead of the Brussel Donors Conference

The United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) in Syria urges all participants at today's International Donor Conference in Brussels to support our urgent financial requirements to receive US$ 16.2 million for the UNRWA 2023 Syria-Lebanon Flash Appeal,   to meet the humanitarian and early recovery needs of Palestine Refugees affected by this crisis.

The devastating earthquake that struck the north of Syria on 6 February impacted thousands of Palestine Refugees. There are nearly 47,000 affected Palestine Refugees in Aleppo, Latakia, Jableh and Hama.  More than 2,300 continue to be displaced. 

UNRWA was able to respond to the needs of the affected population that it could access, including through food and non-food items like hygiene kits and blankets, psycho-social support for children, and telemedicine support for vulnerable individuals, including older persons.  

The Agency has distributed cash assistance to families of Palestine Refugees in the affected areas. UNRWA schools have opened and children have received support through catch-up classes and psycho-social support.

In addition, there are nearly 10,000 Palestinian Refugees living in north-west Syria who have been affected by the earthquake and are in urgent need of assistance. We call on donors to support all those affected, including Palestine Refugees in these areas so they could receive the assistance they urgently need. 

UNRWA in Syria is committed to providing crucial assistance to Palestine Refugees in the aftermath of this disaster, but we cannot do this alone. We appeal to donors to join our efforts and prioritize the needs of all those affected by the earthquake, including those in north-west Syria. Together, we can make a difference in the lives of those who are most vulnerable and in desperate need of our support.

NOTES TO EDITORS

The Updated 2023 UNRWA Syria-Lebanon Flash Appeal covers the immediate needs of Palestine refugees in the area impacted by the 6 February earthquake until August 2023.

An estimated 13,905 Palestine Refugee families (46,534 persons) in Syria have been affected by the earthquake; 18 Palestine refugees have died and 11 sustained injuries. 

562 Palestine Refugee houses sustained damages, 76 of which have been severely damaged. 

UNRWA has and continues to undertake assessments in the affected areas, including with other UN agencies.  

The most pressing needs of the refugees impacted by the earthquake are repairs to their damaged houses; rental support for alternative places of residence; food, cash, and hygiene materials for those displaced; and psychosocial support. In the medium term, they need funds to be able to repair their houses, and jobs. 

There are several protection risks, including increased risk of Gender-Based Violence.  

The top three fundings asks include US$ 4.4 million for Palestine Refugee shelter repair, US$ 3.2 million for emergency multi-purpose cash assistance, and US$ 3 million for non-food items.

The 2023 UNRWA Syria-Lebanon Flash Appeal is issued in the context of the overall Syria, Lebanon and Jordan Appeal 2023 for which UNRWA is asking US$ 436.7 million to meet unprecedented challenges resulting from multiple crises across the region and provide a lifeline for hundreds of thousands of Palestine Refugee families in these countries. 

 

Background Information:

UNRWA is the United Nations Relief and Works Agency for Palestine Refugees in the Near East. The United Nations General Assembly established UNRWA in 1949 with a mandate to provide humanitarian assistance and protection to registered Palestine refugees in the Agency's area of operations pending a just and lasting solution to their plight.

UNRWA operates in the West Bank, including East Jerusalem, The Gaza Strip, Jordan, Lebanon and Syria. 

Tens of thousands of Palestine refugees who lost their homes and livelihoods due to the 1948 conflict continue to be displaced and in need of support, nearly 75 years on.

UNRWA helps Palestine Refugees achieve their full potential in human development through quality services it provides in education, health care, relief and social services, protection, camp infrastructure and improvement, microfinance, and emergency assistance. UNRWA is funded almost entirely by voluntary contributions.
